Aissign the value of mPrefrence when displayPrefrence() being called.
This can fix the preference doesn't get updated bug. Added test to
ensure it.

Since the structure of Telephony is changed, some of Telephony
related PreferenceController cannot be converted to slices
smoothly whether devices have mobile data or not. So we
decided to make them un-sliceable.

Root cause: ag/10614943 removed the resources, so each of item
values is hard coded. This broke the overlay. This CL adds the
resource back so the overlay can work.

Power manager decision do enable/disable NR by AllowedNetworkType,
and it will effect the PreferredNetworkMode UI. The
PreferredNetworkMode list no 5G item when AllowedNetworkType
disabled.

When displaying VoIP account in Default voice account UI within

There were several errors in indexing mobile related sliceable
controllers, which led them not able to display on Panel and as inline
controls in search result.
It's because indexing mechanism is running in a worker thread and trying
to construct each controller instance, but the failed controllers'
constructors need to initilize something in the main thread.
- Give the main looper to the classes which only can be initialized in
the main thread to fix the indexing.
- Guard null pointer exception in SlicesIndexer after fixing the
indexing.
- Use onStart/onStop in AirplaneModePreferenceController to start/stop
listener.

The MobilieNetworkActivity has MobileNetworkSettings fragment. The
MobileNetworkActivityTest do testcases for activity stability.
The activity's launch test successful is equals the fragment doesn't
crash, so the activity's testcases cover
MobileNetworkSettingsTest#onAttach.

Bluetooth, USB and Wifi Disable tether preferences will turn on/off that
type of tethering interface instantly without storing it into
SharedPreferences. They are listening to TetherEnabler to update their
state.
Refactored to remove dependancy on SharedPreferences.
