f2cf2aea37 Remove code that check for dashboard feature. 
- remove DashboardFeatureProvider.isEnabled() and all relating code
and tests.

a9831d40d0 Add settings for the assist gesture. 
Availability of the gesture is gated by a new FeatureProvider.

Test: make -j RunSettingsRoboTests; manual test on
      supported/unsupported configurations.

7e6df837ee Remove getCategoryKey() from DashboardFragment children. 
Use the centralized registry to look up category key instead.

a1d1d67ce3 Add Input & Gesture/Language & Region pages under System.
