Switch from polling for the first connected WiFi network to observing
the currently connected WiFi network and associating that with the
preference at the time the preference is created or updated.
Whenever the ConnectedAccessPointPreference is removed or UI is stopped
unregister the callback.

Before this cl, the update of toggle depends on BroadcastReceiver.
However it is not called when toggle is inited, which make the toggle in
broken state sometimes.
This cl make it execute the update method in constructor, so toggle can
get the correct state when it is created.

People keep getting confused by the master switch preference for
wireless tethering. The wireless tethering page already has a switch
so this just removes it from the preference and has it take you to
the page when tapped on instead.

When Connected MAC Randomization is enabled and the device is
disconnected, there isn't a valid MAC address to display since we don't
know what the device's next MAC address is going to be.
Instead of displaying the MAC address used for previous connection, tell
users that "MAC address is randomized."

Whenever a user has connected to a captive portal network, split the
ConnectedAccessPointPreference to allow directly signing into the
captive portal or modifying the network's settings. When in any other
network state, use the old behavior of a single tappable preference that
takes the user to settings.

Currently when user modifies any of the network parameter for hidden
networks, hidden flag is not updated. As a result this network is no
longer part of hidden networks, we are unable to reconnect when user
triggers wifi off and on.
This commit sets the value of hiddenSSID flag of config at the Settings
side on network update.

In previous code there are two main issues:
1. It listens to update from both WIFI_AP_STATE_CHANGED_ACTION and
ACTION_TETHER_STATE_CHANGED. It is unnecessary because they provides
same info(whether wifi hotspot is enabled, enabling...)
2. New API softApCallback already covers the
WIFI_AP_STATE_CHANGED_ACTION, so we don't need this broadcast anymore.
This cl fixes those two issues by cleaning up BroadcastReceiver and
update the tests.

The device name is reflected in three places: A Settings.Global flag
which can be read by third party apps, the Bluetooth device name, and
the Wi-Fi tethering hotspot name.
The Bluetooth and Wi-Fi names can be changed independently of the device
name, but if the user sets the device name, they are all changed in
parallel.
Due to the naming restrictions of Bluetooth devices and SSIDs, the SSID
naming restrictions apply to the device name.
