When the AccountManager's confirm remove dialog is canceled, a redundant
ConfirmRemoveAccountDialog showed up.
- Only show the dialog when a real error reported from AccountManager
- Also change RemoveAccountFailureDialog's title to remove the redundant
question mark

Switching USB data role from device to host, it takes more than 3s in some devices, so 3s timeout is not enough.
Extend 3s timeout to 4s to be compatible with some devices with slow swap.

The performance regressed since the previous change that hide the
homepage view from using View.GONE to View.INVISIBLE
This change only initializes the list views in the invisible homepage
view to prevent a scroll flicker when scrolling is needed.

The preference summary is not changed after
users disable the triple tap shortcut by the confirm
dialog. It is due to the fact that the fragment doesn't
observe the settings value change.
To fix it, we add the settings key to observe the change.
