Toggle is located in Settings->Wifi Settings->Advanced Wifi Settings

8964a9c830 Remove channel control from debug builds 
We dont need this in the UI now that
channel settings is gone. The country
code setting can be done from CLI
for debug purposes.

1150f5e8e6 Update hidden API with a persist option. 
WifiManager.setNumAllowedChannels now needs a boolean persist arg.
Part of the fix for 1625953.
