f59a77ca23 Fix availability status for AOD gestures 
Double tap screen to wake and lift to check phone
are dependent on AOD - and should return DISABLED DEPENDENT
SETTING when AOD is turned on.

Convert GesturesSettingPreferenceController to
TogglePreferenceController,
All of its children need follow the change,
add setter and robotest for them:
AssistGestureSettingsPreferenceController

22a39c2b93 Use external/robolectric-shadows/run_robotests.mk 
This allows Settings to test against the latest framework changes.

Also replaced TestConfig with traditional robolectric.properties.

31f699c281 Move code from SuggestionChecks to FeatureProvider 
This is step one to deprecate SuggestionChecks. Moving logic into
SuggestionFeatureProvider allows potential logic override and improves
testability.

Also moved isSuggestionComplete tests to corresponding activity/pref
controller test.
