Enables/disables the development multi-windows UI under Recents UI.
Setting is hidden on -user builds.

The root screen now only has the uninstall/force stop/disable buttons
and the rest has moved to sub screens listed in a preference list.
The root screen as UI approximate to the new mocks, but the separated
screens (storage, launch by default, etc.) have yet to receive their
visual overhaul.

Updates Settings to use the DayNight theme (real name TBD) and fixes
several colors that were pinned to non-theme values. Adds a setting for
switching theme between light/dark/auto.

The shortcuts feature has been commented out since 2011. Now the setings
provider no longer has a bookmarks table since the only party aside of this
commented out feature using it was the ShortcutManager. We moved to an
in memory model for the settings provider's state. We do not want to keep
there anything that is not used. Therefore, we moved from a bookmarks table
to a resource which renders this settings feature unusable. If we decide
to revive the shortcut feature we can revert this change and add support
for in memory bookmarks state in the settings provider.

Similar to how it is done for other legal information items --
if there is an activity that serves android.settings.WEBVIEW_LICENSE
intent, the item is shown with the title set to the activity's title,
otherwise the item is hidden.

Almost all of our date formatting goes via icu these days, so this is
a no-op almost everywhere. (And should be a no-op everywhere soon.)
There's no obvious way to fix it, so remove it. UI guidelines say we
should use spelled out month names anyway.

When one app is available, the toggle works as before. When multiple
apps are available, we allow the user to choose the app in a dialog
before turning on the setting.

If the effects are being muted by a notification listener, display
a "Muted by <x>" msg instead of an active slider inside the
Ring/Notification volume setting pref.
Update volume pref design to optimize for this new custom appearance.

For security purposes, we're no longer allowing WebView to be loaded
when running as system UID. Instead, we now launch HTMLViewer to
show the details.

was missing the marker interface "Indexable"
- fix non working synonyms for "Language & input": their declaration
was done in the XML preference file but was not used because the

The material design of the request has removed this option from
the dialog, and now needs to be in settings. When screen
pinning is off it shows a description of how to use the feature,
however when on it shows a switch to control whether it locks
the device on exit. This setting defaults to on if there is a
lock pin/pattern.
