In PowerGaugePreference, if there isn't an icon to show, we were just
adding an empty one, which causes space to be reserved and isn't what we
want on small screens.

Before this cl, it will re-calculate battery percentage once we get

Sometimes PowerGaugePreference will show anomaly icon when they
shouldn't. I think it is because PreferenceViewHolder has cache
about the previous data.
This cl fixes it by setting compound drawable as 0 when
showAnomalyIcon is false.

When the app contains anomaly, we should show anomaly icon(triangle
alert).
This cl also extracts a new method refreshAppListGroup from refreshUi.
New method is used to only refresh appListGroup. Reason for this action:
1. Improve performance(partial refresh)
2. We init AnomalyLoader in refreshUi, invoke refreshUi in
onLoadFinish will create infinite loop.

This cl adds AdvancedPowerUsageDetail to show the usage details page.
The AdvancedPowerUsageDetail contains all the needed ui components:
1. App Header
2. Two buttons
3. Usage breakdown preference category
4. Power management preference category
This cl also adds preference controller for two buttons but the
detail implementation will be added in the following cl.
Following cl will also remove previous detail page.

Show packages included, time that a subsystem was on for.
Load label and icon in the background and cache the values.
Switch between totals and since-unplugged.
Other UI improvements.
Shows sorted list of power usage (with some debug information) by the top 10
apps and subsystems. Doesn't yet take into account certain subsystems such
as data network usage, audio/video DSP usage, Bluetooth and lights other than
screen backlight.
Screen, Idle, Wifi and Voice usage and CPU time are accounted for.
Also need to add detail screens for each item and suggested actions.
