b2dd2e3203 Updated toggles in Date and time settings page

- toggling off "automatic time zone" now sets "use location" off and makes it unmodifiable
- removing "use locale default" for time format

1890c16f90 Populates collection info count for A11y toggle feature pages. 
This helps an accessibility service like TalkBack inform the user that
there are items that are skipped when navigating the list because they
are unimportant to accessibility.
