0934babbfc Make the fragment title can’t searchable 
we shouldn't take users so deep into the settings IA because it's easy
to feel lost in settings after clicking on a result without additional
context.

ed5f0951f8 Follow O patterns for a11y settings 
Move the summary for the toggled features to a footer.
Make the settings appear as a preference.

Test: Start settings and observe the new UI looks a lot
like the mocks referenced in the bug. Also added unit
test to verify that summary text shows up.

fc0ab213b8 Add accessibility display adjustments to Settings 
This will be redesigned soon, but for now it allows access to quick
setting tiles for testing display adjustments.
