99cc23d0da Settings Fragment Migration (Change imports) 
This commit *only* changes imports and optimize imports.
We don't do anything else.

This patch can't compile pass and run test case.
We will update other patches to fix these problem.

203b923cb4 Settings reflect new a11y shortcut on lockscreen 
Matching changes to the framework behavior. The
setting is on by default iff the user has agreed
to use the a11y shortcut.

this behavior

ed5f0951f8 Follow O patterns for a11y settings 
Move the summary for the toggled features to a footer.
Make the settings appear as a preference.

Bug: 36780887
Test: Start settings and observe the new UI looks a lot
like the mocks referenced in the bug. Also added unit
test to verify that summary text shows up.
