1c16a3bb67 Misc tweaks to Safety settings UI 
- Remove emergency info setting tile from Safety setting page. The
  emergency info setting is now injected as emergency contact & medical
  info settings.

- Add an icon to emergency gesture setting
- Add an icon place holder to WEA setting

49ba85dc8a 2/ Make One handed mode support multiple user switch 
Previously OHM did not support for multile user switch.
We get current user id in settings and get/put settings value
with currentUserId.

Test: manual switch user and check Settings > System > Gesture > One-Handed
Test: make RunSettingsRoboTests -j40
