1. We show a longer message only for the first added user. The
longer message will be shown until the user has been created,
which is until the creator pokes the OK button in the create
new user dialog.

If R.bools.config_show_regulatory_info is true, then show a "Regulatory
information" item on the "About phone" page. Show a DialogFragment
displaying the regulatory_info drawable if the item is clicked. Add a
1x1 blank regulatory_info drawable for devices that won't show this.

Also some fixes: uninstalled apps are now marked as such in the
all apps lists, and sorted to the bottom like disabled apps. We
don't immediately close the installed app details screen when
launching the uninstall UI.

The default behavior for sending a message to a premium SMS
short code (or suspected premium SMS number) is to ask the user for
confirmation. Enable the user to set a default policy ("remember this
choice" checkbox) to always/never allow the app to send SMS to
premium short codes in the future. The policy can be changed by
the Settings app in the app info screen.

Now that DefaultContainerService has visibility of external storage
for all users, we can measure internal storage in a single pass.
Internal storage measurement now iterates across all known users,
counting both apps and emulated storage usage.
Create MeasurementDetails object with documentation about what is
counted under various device configurations. Generalize to measure
each Environment.DIRECTORY separately, so it can be combined as
needed. General cleanup of how measurements are passed to UI.

1. Screen magnification on the device has to he explicitly enabled
by the user before allowing a global gesture related interactions.
The feature toggle setting is in Settings->Accessibility and it
is a separate screen with instructions how to use the feature
and a toggle switch.
2. Added a setting in developer options for toggling the magnification
auto update feature. If this features is on the screen is zoomed
out or rotation or activity start. Also if the feature is enabled
the magnified viewport will scroll to show popped up windows.
