DevicPickerActivity switches to an androidx fragment in layout of bluetooth_device_picker.
But android.app.Activity doesn't support androidx fragment.
So, let DevicePiackerActivity extend androidx FragmentActivity.

LocalBluetoothAdapter only has a few APIs that is not supported
by BluetoothAdapter, and lots of LocalBluetoothAdapter function
pass parameter to BluetoothAdapter directly.
Do the refactor in Settings, use BluetoothAdapter instead of
LocalBluetoothAdapter.

Precondition: Contact Sharing is checked and there is PBAP Connection.
Usecase:
1) Establish PBAP Connection.
2) Disable "Contact Sharing" button.
3) Check if PBAP is Disconnected or not.
Issue:
PBAP Profile Disconnection is not triggered.
Root Cause:
Change in Setting menu UI by removal of "Disable Profile"
dialog box (like Android O) has resulted in not invoking
PBAP Disconnect call from Setting App.
Fix:
Handle Disconnection for PBAP from API disableProfile() at
settings/bluetooth/BluetoothDetailsProfilesController.java
like other profiles.
Test: Issue is not seen as per above usecase.

This is a bug from ag/4210612, in which it only update PBAP info
for USER_ENTRY_DIALOG. So in other kind of dialogs it never upload
correct PBAP info to bluetooth backend.
This CL fix it by updating PBAP for all dialogs.

2. Override StrictMode rules in SettingsSliceProvider when it's called
in background thread. When in background, the enforcement from Slice
framework (StrictMode#ThreadPolicy) is not useful and can be safely
ignored.
