Filter unsupported networks from Add network spinner. Removed entries

Fix Wi-Fi setup in setup wizard; New WPA3/OWE networks added to
arrays.xml in an order of security caused a mismatch in the network type
index in SUW. Workaround to append the new string instead. Will require
additional work.

We decided to use the list preference after all due to
some devices not supporting various combinations of AP
configurations. This change makes it so that there are
three different UIs depending on the configurations
which are supported.
- 5.0 GHz unsupported: disable the preference and just
set the value to 2.4 GHz
- all supported, no dual mode: allow the user to choose
EITHER 2.4 GHz or 5.0 GHz
- all supported, dual mode: allow the user to choose
2.4 GHz or BOTH 2.4 GHz & 5.0 GHz with 5.0 being
preferred

This CL updates the preference for selecting the enabled tether bands
to allow individual selection of multiple bands instead of forcing
a single selection. Note that while this makes the UI theoretically
support new bands in the future, the wifi backend only supports
selecting a single band or all bands which this CL does not address.

This CL updates the add network dialog to use the provided value
for the hidden state (from androids perspective) of the network. The
default selected value will always be not hidden and if the user
selects to mark it as hidden a warning will appear to inform the
user of the privacy implications.

The settings UI will be updated for P eventually, but let's add more
options to the settings for dogfooders until the UI update happens.
Also add the current value to the choices, so that if we push a number
that's not in the choices, the settings app will work properly.

Reworked the way screensaver settings are laid out for O. Instead of
using the options menu and dialogs to navigate screensaver options,
there are now two rows: one row for the screensaver choice and
optionally its own settings, and one row for the "when to show" setting.
And now there's a nice obvious button you can press to preview your
choices.
