Root Cause: The lifecycle for
AccessibilityShortcutPreferenceFragmentTest did not be called correctly.
Solution:
* Call onAttach() before onCreate() to set some configs correctly, e.g.
FeatureFactory.
* Use ShadowFragment.class that we usually do in accessibility
tests.
