If the registration failed (e.g., device doesn't support satellite), SatelliteManager will not emit the current state by callback. We send `false` value by ourself to make sure the flow has initial value.

In order to support Satellite SOS, device will have two modems, one for TN, one for NTN(satellite).
When device switches to satellite mode, PSS only disables TN eSIM (and not TN PSIM). Since NTN image only supports eSIM, there is no need to disable TN PSIM before switching to NTN image. Somehow device is seeing that TN PSIM is available and is showing the user to enable it. So we need to handle it by not showing this dialog during satellite mode enabled.

Move the following to background thread to avoid block main thread,
- MobileNetworkUtils.isWifiCallingEnabled(mContext, mSubId, null)
- MobileNetworkUtils.buildPhoneAccountConfigureIntent()
- getSummaryForWfcMode()
- Call State
Since WifiCallingPreferenceController no longer calculate availability
in getAvailabilityStatus(), also update the
CallingPreferenceCategoryController accordingly.
Also introduce ImsMmTelRepository for split business logic for easy
testing.

Move the definition from Java to XML, so that SearchIndexProvider can
include it in the getXmlResourcesToIndex().
Also update getNonIndexableKeys() to return the corresponding key when
the preference is hidden.
If the Internet settings are restricted, "Add network" still appears on
search. When clicked, it opens the Internet settings page in restricted
mode, so that users can know that the settings are restricted.

The wifi calling search result is grayed out if it is not using
carrier WFC. In order to ensure the search result is aligned with the
corresponding settings, the checker of wifi calling slice will be the
same with wifi calling preference.
