For wifi, a old API: buildTemplateWifiWildcard will includes the merged
wifi which is included to mobile usage. It should not double count
again. Call new API: buildTemplateWifi with
NetworkId: NetworkTemplate.WIFI_NETWORKID_ALL
and null subscriberId to get non-merged wifi usage.

It's a refactor work for incoming connectivity mainline. The
network information contained in the no ineternet notification
action was placed the target network id. The receiver which is
Settings will need to construct the network from the network id
using the hidden Network constructor. Since Network is moving
into module, Settings will not be able to access it. Apps should
use Network instead of network id, so just send the network
object to Settings.
Update the corresponding logic in Settings.

The hidden ProxyInfo methods usage should be replaced because
ProxyInfo is moving to connectivity mainline module. Setting

StaticIpConfiguration is a part of incoming connectivity
mainline module. The hidden variable is not accessible for
module outside. The caller should use getter and builder

Connectivity is becoming a mainline module in S, so
ConnectivityManager hidden symbols can not be used for outside
components. Besides, most Tethering relevant methods or variables
on CM are migrated to TetheringManager. So replace all these
methods or variables from ConnectivityManager to TetheringManager
on Settings.

There is existing helper method in Inet4AddressUtils to calculate
the subnet mask from IPv4 prefix calculation. Replace the
implementation in caller side to simplify design in callers.

NetworkUtils is moved to connectivity mainline module which is
not accessible for module outside. getNetworkPart() method is
used by wifi lib and Settings but no usage inside the module,
so move the method to framework lib to share with wifi lib and
Settings.
Also, NetworkUtils.numericToInetAddress() method is also hidden
and deprecated. It should be replaced by
InetAddresses.parseNumericAddress().
Update the corresponding usage to refer to these methods.
