This adds the following 7 new boolean flags:
config_show_alarm_volume
config_show_charging_sounds
config_show_media_volume
config_show_notification_ringtone
config_show_notification_volume
config_show_screen_locking_sounds
config_show_touch_sounds
Which when set to false, will hide the respective preferences in Sounds
page.

The test was asserting that VISIBILIY_NO_OVERRIDE (an int)
is not contained in a List<String> (*), which is (trivially)
true but doesn't test what the test intends to test.
(*) or a List<CharSequence>, which is similarly wrong /
meaningless, prior to the base CL http://ag/3345932
VisibilityPreferenceController uses Integer.toString() to
construct corresponding String values, so the test should
be checking for that String value. For consistency with
testUpdateState_noGlobalRestriction()
this CL uses the equivalent (and slightly shorter)
String.valueOf(int) instead of Integer.toString().

The test was expecting an ArgumentCaptor for RestrictedDropDownPreference
(extends ListPreference).setEntryValues(CharSequence[]) to be passed an
array of Strings, when actually it should have expected an array of
CharSequences.
This CL fixes the test to use CharSequence. Since CharSequence.equals()
is not guaranteed to be in terms of value equality of the characters,
a private static helper method:
List<String> toStringList(CharSequence[] charSequences) { ... }
is used.

Zen manual rule changes are changed by USER_SYSTEM, so Zen Preference
Controllers must register their content observers for zen changes and
zen config changes to USER_ALL instead of just their own user id.

Migrates Notification settings (app level, group level, and channel
level) into PreferenceControllers (and most importantly:
PreferenceControllerTest)
Note: this removes the 'Advanced' preference group, but does
not yet use the standard system 'Advanced' grouping as it does
not currently support our use case (where we don't know how many
fields to show outside of 'Advanced' until onResume() and also
where we need fields to show below the 'Advanced' group).

Fix the issue that some 3rd-party apps call ZenModeScheduleRuleSettings directly
without set the extra ConditionProviderService.EXTRA_RULE_ID. It will raise the
exception and make settings crash.

When the media stream is set, initialize the preference max and progress
with the streams current value. Otherwise, when we initialize the seekbar
volumizer, it will first set the seekbar max to 0 and progress to 0,
then update with the correct value, which will result in the jank that
is seen when the sound settings are displayed.
