Distinguish between settings which are permanently unavailable on
the device, and temporarily unavailable. This enables us to restrict
which setting slices are exposed in onSliceGetDescendants.
The primary changes in this CL are renaming:
"DISABLED_UNSUPPORTED" -> "UNSUPPORTED_ON_DEVICE"
to be more clear the the setting will cannot be accessed on the device, and,
adding a new enum to encapsulate settings which are currently unavailable, but
could be enabled in the future.
Also remove UNAVAILABLE_UNKNOWN. Devs should never need this enum.

- the chart usage data is computed using difference between current time
and the timestamp from the usage data. In the test, we are using actual
current time and mock usage data. As the current time varies the test
computating sometimes results in some negative data, and makes the
comparison unpredictable. Change to use a fix "current" time in the test
so that the time difference in computation will be constant.

- when showing the data usage graph, if the first data point is equal to
the first available data, insert a 0 usage point on the first day of
available data, so that it will show a flat line for the days that do

This change modifies the "data warning" text to show either nothing, only
warning, only limit, or warning and limit, based on which of the values are
set. It also remove the capitalization of the first letter of the texts.

Creates a new fragment DataUsageSummaryLegacy, which is used
instead of DataUsageSummary when the feature flag is off (default
behavior).
Copies the current DataUsageSummary.java, data_usage.xml, and
DataUsageSummaryActivity to create the legacy versions. This
change allows for uninterupted development of new features in the
DataUsageSummary fragment.

With API Dpm.setMeteredDataDisabled, admins can restrict some
packages from accessing metered data and when admin does restrict
packages, user settings to enable usage of mobile data in background or
allow unrestricted access during data saver mode are not relevant. Add
policy transparency to these settings so that user knows that admin
disabled them.
