Use the setup navigation bar in wifi setup activity.
1. Include frameworks/opt/setupwizard/navigationbar/common.mk in the
make file.
2. Make WifiSetupActivity implement NavigationBarListener
3. Added the fragment in setup_preference.xml, wrapping the whole
screen in a LinearLayout
4. Moved skip and next screen logic to WifiSetupActivity, refactored
the skip dialogs into a fragment

Wifi icons are showing up on the right of the name; which is unlike
other settings; this change fixes that.
Wifi settings are using standard preference layout; so moving to the
new location requires setting different property (icon instead of widget)
on the preference fragment.

The fragment is recreated from a bundle when returning from finished
activities, like the OTA and walled garden checks. Telling
WizardManager to advance to the next screen causes a duplicate
activity because WizardManager has already responded to the other
finished activity.

Extracted setup-related code from WifiSettings, putting it into a new
derived class, WifiSettingsForSetupWizard.
Set taskAffinity to com.android.wizard, for alignment with other
setup wizard-related tasks.

- refactor all the code that was using the Switch to control it thru the SwitchBar
- start the Switch as View.GONE and make it View.VISIBLE when it is set
as "enabled" or "checked" so that you dont see the Switch transition (it shows
only with it final state)

- SwitchBar is a LinearLayout that containts a TextView and a Switch and
is intended to replace all Switches that are put in the ActionBar as a
custom view
- use the new SwitchBar for WifiSetting only for now (a later CL will
take care of all the other Setting that are using a Switch in the
ActionBar)

Configured networks expose the option to
write config to an NFC tag. This tag can be
then tapped to another device to configure
the same network. Implemented according to
WiFi Alliance WPS spec.

- follow the UX spec by no more using a Drawer
- the Dashboard is now a Fragment that contains the list of Headers
- the search results are also put into a Fragment that is replacing
the initial one (Dashboard or other) when expanding the SearchView
