e01dfd1a82 Added Warning dialog when enabling usage access for app 
The user is now thoroughly warned about enabling third party
app access to device history.

366e7a20c4 Fix UsageStats permissions in Settings 
AppOpsManager returns all permission for all users. We need
to check that the permission we're getting is actually for
our user.

468d39160f Implement the Usage Access Settings UI 
Scans for apps requesting permission to use the
UsageStats API and displays them so that the user
can grant or deny access.
