If an admin has set the DISALLOW_FACTORY_RESET user restriction, OEM
unlock is also restricted. If this is the case, it should be explained
to the user that the admin is preventing the OEM unlock.
DISALLOW_OEM_UNLOCK is deprecated and now managed by OemLockManager.
This restriction is also one set by the carrier, not an admin.

- Added "Screen lock options" button in PIN screen, controlled by
extra EXTRA_SHOW_OPTIONS_BUTTON, which will create a dialog to ask
the user to choose another screen lock type.
- Extracted ScreenLockType enum and ChooseLockGenericController that
can be shared by ChooseLockGeneric and the dialog
ChooseLockTypeDialogFragment.
- The intent extra EXTRA_SHOW_OPTIONS_BUTTON will be set if
ChooseLockGeneric screen starts ChooseLockPassword /
ChooseLockPattern without asking the user. (Although the extra is
ignored by ChooseLockPattern currently)
- Fix layout alignment for the password entry field to remove the
extra 4dp padding on the sides.

This adds bunch of shadow/placeholder classes and logic to handle
references to Android internal resources or newly added classes/methods
that Robolectric hasn't yet picked up.
Developers can follow ManageApplicationsTest example to use the shadow
classes and the utility method to start ther fragment in their
robolectric tests.
