d741850f0c Modify Accessibility Setting UI for timeout feature 
Using single timeout setting page instead of current two timeout pages
to keep the user experience simple and reduce confusion.

Current timeout page & API:
'Time to take action'
    --  Settings.Secure.ACCESSIBILITY_INTERACTIVE_UI_TIMEOUT_MS
'Time to read'
    --  Settings.Secure.ACCESSIBILITY_NON_INTERACTIVE_UI_TIMEOUT_MS

New timeout page & API:
'Time to take action(Accessibility timeout)'
    --  Settings.Secure.ACCESSIBILITY_INTERACTIVE_UI_TIMEOUT_MS
    --  Settings.Secure.ACCESSIBILITY_NON_INTERACTIVE_UI_TIMEOUT_MS

f1dade40d2 Use binary resource support in robolectric 
The resources available to tests are now exactly the merged resources
located in the APK under test.

fc29b1c331 Implement a11y UI for Accessibility timeout feature. 
This UI control the Accessibility Timeout API in Settings App.
Add a user control to set timeout length to suit their need.
