- Ranking API is modified to run the ranking asynchronous to the main thread.
Therefore, it can now run in parallel to loading the results from DB
which decreases the overall latency.
- Ranking API now supports reporting failure from the ranker
implementation side.
- Settings that are not ranked by the ranker algorithm are now ranked at
the end of the list. This is added for dynamic settings (e.g., apps).
- Failure handling mechanism is added for cases that ranker catches an
exception or it takes a long time to respond.

InlineSwitchPayload now assumes that all switches will be
stored as 1 or 0, which simplifies the code.
Moves Availability into ResultPayload, so that custom
payloads can be created to set/get values which are more
complicated than stotring ints (like bluetooth or DnD),
and give more expressive reasons when unavailable.

Replaces the default Toolbar in SettingsActivity with one that looks
like a search bar. It uses a Toolbar inside a CardView with some custom
styling.
Since the search bar is a floating element, the new toolbar lives in the
content frame of the dashboard. A FrameLayout is used to provide the
layering that is desired.
Since the search bar is on top, an additional spacer view is added to
the list of items in the dashboard. Its color changes based on what
the first view is so that it always matches.
Adds android-support-v7-cardview as a dependency (and reorders the
other deps to be in alphabetical order).
Remaining work (in future CLs):
- remove search menu option?
- clean up initial window
- remove the line between the header and the first condition
when there's a condition

This will avoid unnecessary static ranking if smart ranking is used.
Since loader does not need to provided sorted collection of results,
the loading data type has changed from List<> to Set<>. This will also
faster lookup in the Adapter.

Create the obsolete version of the belowing fragments, so we could
flip between old page and new page.
BluetoothSettingsObsolete and DeviceListPreferenceObsoleteFragment
contains all the old logic but:
1. Logic about BluetoothPairingPreferenceController(ag/2239482),
since this preference shouldn't be checked in without the flag :(
This cl also adds logic in MasterSwitchPreferenceController to flip
these two pages.
Following cl will refactor these fragment to make it compatible
to new framework.

Reworked the way screensaver settings are laid out for O. Instead of
using the options menu and dialogs to navigate screensaver options,
there are now two rows: one row for the screensaver choice and
optionally its own settings, and one row for the "when to show" setting.
And now there's a nice obvious button you can press to preview your
choices.
