The goal is to be able to enable different log levels for Bluetooth
stack logging from Developer Options in Settings. This is done by
creating a Bluetooth property which houses the current state of the log
level, adding the required UI elements and linking the two together.

Set mPeakRefreshRate in the preference controllers to the highest refresh rate among all the modes of all the displays. It'll then be used to determine two things:
- if the setting is available
- the summary of the setting
This should only be done if the back up smooth display feature flag is enabled. If it's disabled, mPeakRefreshRate is passed to DisplayModeDirector and used for the votes. If the highest refresh rate of one display is 120 and that of the other is 130, we shouldn't set the vote to 130 for both displays. With the flag enabled, DisplayModeDirector figures out the highest refresh rate for each display.

When 16K OTA is applied, this info would need to be published
to a SystemUpdateManager so that we don't clobber the updates with
other pending updates. Similarly, Fetch the pending update info from
SystemUpdateManager before applying update.

In the previous CL (ag/24838636), we decided to back up Smooth Display and Force Peak Refresh Rate even if the feature flag is off and then just convert the value in DisplayModeDirector based on the state of the feature flag. This was because it wasn't clear how to access the feature flag from the Settings module. This resulted in the feature partially working if the flag is off.

This change updates the Memory use UI in developer settings to hide
memory fields by default if the AppProfiler PSS deprecation flag is
enabled. A toggle is provided to resume PSS profiling and reinstate the
memory fields, and shows a dialog to reboot if the toggle is updated.
The summary for the "Memory" button in developer settings will show
"Memory profiling disabled" instead of "Avg X GB of Y memory used" if
PSS profiling is not enabled.
Test: With the flag enabled, flash and verify that:
- The memory fields are hidden by default, and the summary shows
the expected "Memory profiling disabled" text
- Clicking the toggle shows the reboot dialog, which will
correctly change the setting and reboot if accepted, and keep
the setting and not reboot if denied
- Check that AppProfiler correctly profiles PSS or RSS based on
the state of the toggle, which persists across reboots
- Included UI test for Memory page elements based on flag value.
