Migrates Notification settings (app level, group level, and channel
level) into PreferenceControllers (and most importantly:
PreferenceControllerTest)
Note: this removes the 'Advanced' preference group, but does
not yet use the standard system 'Advanced' grouping as it does
not currently support our use case (where we don't know how many
fields to show outside of 'Advanced' until onResume() and also
where we need fields to show below the 'Advanced' group).

- Remove additional_system_update pref device_info page, we don't need
it.
- Update keys in xml and Preference controller, and search index
provider.
- Clean up in ScreenZoomPreference, it's anti-pattern to set fragment in
constructor.
- Whitelist 2 that are super hard to remove.

- The tile activity is internal to Settings and nobody should launch it
externally, thus it doesn't need to have its own activity. Preference
framework can launch the fragment as a SubSetting

For the sake of incremental updates, we moved all of the
conversion from PreIndexData to IndexData, and the
insertion of the rows into the SQLite DB into a new class,
IndexDataConverter. However, it's real role is just to
convert PreIndexData into IndexData.
So this CL moves the insertion of the rows back into
DatabaseIndexingManager.
Again, for the sake of simplicity, I did not change the
conversion flow. Rather, instead of inserting a row at the
end of the conversion, I just put it into a list which is
then returned. This lets me move the tests to appropriate
locations, without having to change them too much.
In the tests, the references to real xml layouts are
changed to fake references. Hooray for being less brittle.
IndexDataConverter now just tests that the IndexData
has the appropriate data from PreIndexdData.
Independently, we test that IndexData gets inserted in
DatabaseIndexingManager.
In the next CL, I'll refactor the conversion
flow for readability.

When the automatic storage manager is off (or has never been run), we
display a block of text that explains what it does. In order to make
this testable, I've implemented the feature in a PreferenceController
and upgraded the existing AutomaticStorageManagerSettings class to be
closer to the newer Settings IA.

The existing behavior is to bring up a dialog with Bluetooth device
details with checkboxes for each supported profile. This adds a new page
that serves the same purpose with a switch for each profile and a footer
containing the MAC address.
Whether to use the new page or old dialog is controlled by a flag
accessible via BluetoothFeatureProvider.

This cl splits the BluetoothSettings into paired device page and
pairing page, including small changes about:
1. Refactor the pages so they could get as much as static preference
from xml file rather than dynamically add/remove them everytime.
2. Remove creating method in BluetoothDeviceNamePreferenceController
and add it in xml file
3. Create BluetoothPairingDetail page, basically move the logic from
BluetoothSettings.
4. Make pairing preference clickable and jump to BluetoothPairingDetail
5. Add and update bunch of tests

RestrictedDashboardFragment has all the same logic coming from
RestrcitedSettingsFragment but extends from DashboardFragment.
As a result, we could use preferenceController in child class of
RestrictedDashboardFragment.
This cl also make DeviceListPreferenceFragment as child of
RestrictedDashboardFragment, which enfluences the bluetooth page.
