3096997718 Use isPrimary bit to determine top provider 
If the cred man provider has the isPrimary
bit set then we should use it as top
provider.

ddf359d0f8 Fork autofill default app selection 
We are merging the default app selection for autofill
with credman so this forks the existing UI (so we can
flag it off).
