This change introduces a new API within SettingsIntelligence to enable
SettingsGoogle to identify available surveys for Pixel device users.
This API will be used by SettingsGoogle to determine if there are any
surveys available for a user to take.

place instead of each page handling its own.

Under certain conditions the provider could be null on
download completion which could lead to a
NPE if surveys are disabled. The method to remove
the receiver has been made static so an instance
is no longer required.

Surveys can now be triggered on a subset of Settings screens.
Surveys can also be modified/created for this subset of
screens remotely.
