Enforce a lock screen that adheres with the required complexity set by
the admin.
This is done by querying the DevicePolicyManager for the complexity set
for the given user, and merging it with the complexity from the "change
lock screen" intent (if any).
If the admin sets a higher complexity requirement than the app
triggering the lock screen change request, then the admin-set complexity
is enforced and the user is not shown information about the requesting
app.

For the added flexibility of allowing apps that extend from settings to
have a different package name, these instances of com.android.settings

If disconnected bluetooth devices didn't exist in
recent devices, the index will return -1. Our condition
didn't check this situation, the IndexOutOfBoundsException
will throw when this case happens.
This CL adds the condition to check whether index is over
than or equal 0 to fix IndexOutOfBoundsException.

Root cause:
RequestIgnoreBatteryOptimizations adds package in
PowerWhitelistManager#addToWhitelist for intent
Settings.ACTION_REQUEST_IGNORE_BATTERY_OPTIMIZATIONS.
Settings UI uses PowerAllowlistBackend to check if
an APP is in power allow list. Each UI component should
PowerAllowlistBackend#refreshList() or UI will get
a stale result.
Solution:
This change fixes below display problems by refreshing
allow list from DeviceIdleController service.
1. Battery optimization summary in Battery usage details.
2. Battery optimization list.

to describe the root cause.

Before this CL, output switcher will show 2 media sessions when
some apps are remote playing. The root cause is some apps will
also create local media sessions when they cast media to remote
playing.
