The shortcuts feature has been commented out since 2011. Now the setings
provider no longer has a bookmarks table since the only party aside of this
commented out feature using it was the ShortcutManager. We moved to an
in memory model for the settings provider's state. We do not want to keep
there anything that is not used. Therefore, we moved from a bookmarks table
to a resource which renders this settings feature unusable. If we decide
to revive the shortcut feature we can revert this change and add support
for in memory bookmarks state in the settings provider.

All of the UI under manage apps should now be working. Various
cleanup through new framework APIs. Fragmentized developer settings.

switching through the UI a lot faster.
- Display text when there are no apps.

This introduces a simplified (thanks, dsandler!) UI for Running Services,
collapsing the groups of apps and processes into single lines. Tapping
on a line moves to a new activity showing details on that group, where the
stop functionality is now available.
This UI is now also integrated into Manage Applications, as the Running
tab. You no longer get a really confusing, misleading, scary list of
every package that appears to be laying around for some reason.
The code was also re-organized, to put everything related to Manage
Applications and Running Services under its own package.
There is still some clean-up -- some performance improvements (such as
not re-computing the world when we switch to the details view), and if
this looks good then eradicating the old running services UI.

Settings for Manage Applications that allow the user to choose default application installaction location.
Options are: internal flash, SD card, or automatic.
- Move the battery usage item from applications to phone info.
- Give the battery usage item a summary.
- Fiddle with the manifest to make it so we can launch parts of the settings
app without messing up launching of the main app. (That is, remove
affinities so they each are treated as different tasks.)
- Add the ability to make shortcuts to some key settings panels.
Shows sorted list of power usage (with some debug information) by the top 10
apps and subsystems. Doesn't yet take into account certain subsystems such
as data network usage, audio/video DSP usage, Bluetooth and lights other than
screen backlight.
Screen, Idle, Wifi and Voice usage and CPU time are accounted for.
Also need to add detail screens for each item and suggested actions.
