For Android S, all pages support collpasing tool bar.
We add coordinatorLayout to work with collpasing tool bar
layout. And coordinatorLayout only works with RecyclerView
and NestedScrollView.
Unfortunately, the list was implemented by listView many years ago.
Because it's a very hidden page and the page is not maintained anymore,
we don't consider to migrate to RecyclerView.
Simply enable nested scrolling behavior for listview at this moment.
I also make some small refactorings in this cl.
1) Update the layout padding.
2) Format the xml file.
3) Create a individual cl for this page only.
Test: Don't see the overlapping problem

- Running service should use app preference layout.
- RestrictedDropdownPreference should use preference layout.
- Tweek Storage item icon padding
- Wifi calling should use Prefernce
- In Open by default page, if there is no vierfied link, we should
hide the checkbox.

- Replace all TextAppearance.Material styles with the equivalent
TextAppearance.DeviceDefault style
- Reparent Theme.Settings.HomeBase to inherit from Theme.Settings. This
ensures that the correct textAppearance theme attributes are applied
throughout the Settings application.

This introduces a simplified (thanks, dsandler!) UI for Running Services,
collapsing the groups of apps and processes into single lines. Tapping
on a line moves to a new activity showing details on that group, where the
stop functionality is now available.
This UI is now also integrated into Manage Applications, as the Running
tab. You no longer get a really confusing, misleading, scary list of
every package that appears to be laying around for some reason.
The code was also re-organized, to put everything related to Manage
Applications and Running Services under its own package.
There is still some clean-up -- some performance improvements (such as
not re-computing the world when we switch to the details view), and if
this looks good then eradicating the old running services UI.
