There are many places on Settings that loads an icon provided by an application,
and if the icon is too big it crashes Settings.
This CL creates a helper method used to set an icon in a safe way, and
uses it in a few places (but most likely not all of them).

The bug report was that the cursor is set to the beginning of the
EditText for wifi hotspot password field, instead of at the end (or
having the entire field selected). This fix makes it so that all
ValidatedEditTextPreference's will put the cursor at the end of the
EditText.

In the entity header layout, the action buttons resource is set to null by
default. When we bind the button with the app preference action, we
should also set the drawable to the settings icon as well.

Previously, DonutView used Canvas.drawText with a Paint with default
bidi directions, which is LTR. This meant that even in RTL locales,
text was displayed assuming the direction of the paragraph the text
was appearing in was LTR. This caused an incorrect display of Arabic
percentages.
Now we set the Paint bidiFlags according to the Locale's direction.

Due to one calculation using longs and the other using doubles, there
were situations where the percentage was off-by-one between the two
places.
By changing both places to now use doubles to calculate percentages, the
numbers should be unified.
