The system apps' base size was not being properly attributed
to the system. This was causing the storage to go totally
unattributed (and causing roughly a 1GB gap in sizes.) On my
test device, the sizes now sum properly.

use existing WorkCategory to host it. This category automatically hides
everything within if user is not using work profile.

In WifiSettings, when switching to multi window mode,
WifiSettings fragment is recreated and "onPause()" is called,
then WifiTracker stops and wrong Wi-Fi status is shown.
Move "WifiTracker.startTracking()" to "onStart()",
"WifiTracker.stopTracking()" to "onStop()"
to make sure to show correct Wi-Fi status.

Previously a default "G" icon was loaded before the injected ones and
this would be visually jarring. Also the text summary would cause the
titles to shift up, so now load an empty icon and empty summary so no
more jarring visual effects.
