This cl creates metric log when anomaly surfaces in battery page or
anomaly dialog.
Each anomaly action contains two fields:
1. FIELD_CONTEXT(int): determine which fragment start this action.
2. FIELD_ANOMALY_ACTION_TYPE(int): determine action type for this
anomaly.

getContext().getDisplay().isWideColorGamut() does not check system
support of wide-color. That's window.isWideColor().
No window object handy so call isScreenWideColorGamut() to
verify system support for wide-color as well.

Replace the "vivid" mode setting with a new 3 choice screen:
- Natural (sRGB)
- Boosted (sRGB + 10% saturation)
- Saturated (unmanaged, colors are assigned the native color space)
The "Colors" setting that replaces "Vivid" only appears on devices
that support wide gamut rendering and color management. Changing
the color mode has an immediate effect and triggers a configuration
change in running application so that applications that request
wide color gamut rendering can react properly (since they lose
that ability).

Currently the only way mUserPassword can be set is when it comes
from onActivityResult. This way when the user chooses "Continue
without Pixel Imprint", and we switch ChooseLockGeneric->InternalActivity,
mUserPassword becomes null (it is not preserved in intent extras).
And then this null is used in getLockPasswordIntent which causes the issue.
Another issues is that when the user chooses to use fingerprint,
mHasChallenge is set to true and password is not forwarded to
ChooseLock(Password|Pattern). I changed the intent builders so that both
old password and challenge can be sent at the same time, so the password
is not lost when fingerprint is set.

Also disables all anomalies out of the box.
Provides the ability to ignore certain wakeups if blacklisted in
AnomalyDetectionPolicy. Compares each wakeup to the blacklist and
if it exists, does not include it in the count used to compare against
the threshold.

The old onSubmit was a no-op. It now correctly pipes onSubmit to
WifiManager#save() with the new WifiConfiguration. On successful save,
it displays the new network in the list, and on failure, it displays a
toast indicating that the save action failed. Adds a test for the
WifiDialog behaviors on this page.

On the Settings & Location settings page, the
encryption_and_credential preference will statically show
"Phone encrypted" regardless of encryption status of phone.
This change changes Settings to check for encryption status
of the phone and update the summary as required.
This requires adding a string saying that the device is not encrypted.
And translations will have to happen after this is merged.

made sure that it said "Phone not encrypted", then tap through
to encrypt phone, and then check that it is now "Phone encrypted".
- When you've selected "Silent" as your sound, update notification
importance messaging to match.
- When you explicitly move from a silent type of notifications to a
loud type, but have "Silent" selected as the sound, change the
sound to the default notification sound also.

Currently, we register the brightness listener in onResume() and stop
listening in onPause(). When we launch the brightness selection bar, the
display settings is paused, and hence we don't get the brightness
update, and only refresh the percentage when the brightness bar is
dismissed.
Moving the listening logic to onStart()/onStop() instead, so that we
will get the updates all the time when the display settings is launched.

When there is no suggestion, use "mid" stableId instead of "top"
stableId for the header card.
This avoid an animation jank: when user swipes away a suggestion, the
condition summary header moves up instead of disappears then reappears.
