For CA ceritificate we only can install in Network Preferences > Advaned
> Install certificates. So we add the option for user to install when
you setup the wifi network. After you install the certificate, you can

- Network class will be inside mainline module, so the external
callers cannot call its hidden API. Remove the usage of hidden
API.
- The orignal test looks wrong because it shouldn't set the data
of intent, it should set the extra of intent instead. (Refer to
the design of ConnectivityService.java) Fix the test and remove
the @Ignore annotation.
- Add 2 new tests to cover the case of receiving unexpected network.

ConnectivityManager hidden symbols can not be used for outside
components. Besides, most Tethering relevant methods or variables
on CM are migrated to TetheringManager. So replace all these
methods or variables from ConnectivityManager to TetheringManager
on Settings.

- The WiFi summary is designed to be changed when the
onCapabilitiesChanged() callback is made from the ConnectivityManager,
but there is no guarantee that there will be a callback after the
settings are registered to the ConnectivityManager.
- Need to fatch initial state information to show the correct summary
first when the settings register callback to the ConnectivityManager.
