In ag/1727148 we introduce requesting of network scores into the
WifiTracker, in order to arrange access points based on 'ranking score.'
This permission is required for WifiSettings to be able to request those
scores.

If the keyguard is already secure (i.e. if the backup screen lock is
already set up), do not show the skip dialog which warns user about
the danger of not having a screen lock.

individual preferences are put directly under SoundSettings.
