- Replace all TextAppearance.Material styles with the equivalent
TextAppearance.DeviceDefault style
- Reparent Theme.Settings.HomeBase to inherit from Theme.Settings. This
ensures that the correct textAppearance theme attributes are applied
throughout the Settings application.

CDC is going to use BiometricPrompt instead. This change
removes FingerprintManager from CDC. BiometricPrompt
will show before pin/pattern/pass is shown.

General idea is to stop UI distortion when display size set to
largest. Use layout weight to distribute space by ratio, and use
scroll view to wrap "title and summary" layout in case display
size are too large to display.

Instead of having a separate textview, we now reuse the detail textview
to show the hint.

Show a hint text to user noting that pattern/PIN/password is
required when decrypting the credential based storage when file
based encryption is turned on.
The hint text is the same as that of the device unlock screen after
device reboot.
