31f699c281 Move code from SuggestionChecks to FeatureProvider 
This is step one to deprecate SuggestionChecks. Moving logic into
SuggestionFeatureProvider allows potential logic override and improves
testability.

Also moved isSuggestionComplete tests to corresponding activity/pref
controller test.

dee1a22c45 Consolidate all wrappers used for testing. 
- Add the wrapper package and move all wrappers to the wrapper package.
- Get rid of some wrapper interface/impl implementation and have a
wrapper class directly.

2a2dcb52cb Fingerprint swipe settings and suggestions should not show if hardware unavailable

34a181aceb Create add more fingerprint suggestion for setup 
Create FingerprintSuggestionActivity which is a suggestion shown in
setup to allow the user to add more fingerprints for unlocking the
device.

0c6bd7efe7 Properly check wallpaper state before showing suggestion 
The old check only considers static wallpaper. So if user set a dynamic
one we still think wallpaper is not set.
