For the added flexibility of allowing apps that extend from settings to
have a different package name, these instances of com.android.settings
as a xmlns need to be replaced with res-auto (which subsitutes the
package name at build time).

Add a config for contextual dismissal. This config is used to
determine whether the existing dismissal timestamp should be
kept before an insertion.
The new dismissal behaviour design replaces the boolean
value(isDismissed) with a long value(dismissedTimestamp) to give
this behaviour more flexibility. Utilizing the timestamp allows
developers to define new criteria of card's display (e.g cards being
dismissed can be shown again after a period of time).
While newly inserted data from SettingsIntelligence or other clients
may not have dismissal timestamp recorded. Turning on the config gives
the capability to persist dismissal timestamp, and more customized
behaviour can be created.

Apps get Settings Slices through onGetSliceDescendants(), so adding some
codes here to make us be capable returning non-public Slices. As these
SliceData come from slice_index.db, where SliceDatabaseAccessor is the
middleman for us to access those data, so adding a parameter in
getSliceUris() to determine what data should be returned.

- When preference goes back from pause state, it doesn't call through
onBindViewHolder, caused surface view doesn't attach to Mediaplayer.
Call attachView in initAnimationController and set SurfaceView to
MediaPlayer when onSurfaceTextureUpdated to fix the issue.

Create a config resource for OEMs to add suppressed tile's key, then
DashboardFragment will filter related tiles out from Settings.
OEMs can use this way to suppress security patch injected tile if they
don't use Google OTA.
