Previously, on devices that default to launching Assistant
on long-press power, toggling this checkbox in Settings
would switch between that default (launching Assistant) and
a no-op. Those devices now toggle between Assistant and
GlobalActions (the power menu), just like devices that have
the old default behavior of LPP launching GlobalActions.

Not all devices will have power+volume chord enabled. Fix current wrong behaviour by falling back to mute chord behaviour only if it was set as the default option in device overlay.

Power + Volume chord setting should be toggled together with LPP setting. The LPP setting still remains the source of truth with Power + Volume chord being dependant on it.

Adds a setting which allows the user to enable invoking the Assist app via long pressing the power button. The availability of setting is controlled by config_longPressOnPowerForAssistantSettingAvailable configuration value.
