- in previous release, the shortcut widget was for the top level
Hotspot & Tethering settings page. The top level settings has logic to
check whether the page is restricted and remove all preferences and
show a message to tell the user that tethering settings are not
available, and the user will not be able to launch the wifi hotspot
settings page.
- the updated shortcut now launches the wifi hotspot page directly.
The settings does not check for restriction. Copy the logic from the top
level settings to check for restriction and remove all preferences
accordingly.

In the WifiTetherApBandController the incorrect method was
being called to check if the device is 5Ghz compatible. We
were calling is5GhzBandSupported directly, but we were
supposed to call isDualBandSupported instead.

We decided to use the list preference after all due to
some devices not supporting various combinations of AP
configurations. This change makes it so that there are
three different UIs depending on the configurations
which are supported.
- 5.0 GHz unsupported: disable the preference and just
set the value to 2.4 GHz
- all supported, no dual mode: allow the user to choose
EITHER 2.4 GHz or 5.0 GHz
- all supported, dual mode: allow the user to choose
2.4 GHz or BOTH 2.4 GHz & 5.0 GHz with 5.0 being
preferred

When airplane mode is off, fall back to default summary
(tether off summary). It should be fine because once tether
state get updated again, it will go through original listener
to update the summary.

This breaks carrier requirement to show error dialog/roaming warning.
Will make an entitlement app change to suppress the progress dialog

The toggle in the tether page currently tries to start tethering if
it gets turned on. However, changing a wifi config can cause
startTether to be called and also the toggle to switch leading to
a double call to startTether. This CL makes it so that if we are
already connected to tethering we don't try to start it again.

Wifi Tethering is already turned off when appropriate. However
if you re-enable it you still can't toggle the tether switchbar.
This CL makes it so that if you disable data saver the toggle
becomes enabled again.

This CL updates the preference for selecting the enabled tether bands
to allow individual selection of multiple bands instead of forcing
a single selection. Note that while this makes the UI theoretically
support new bands in the future, the wifi backend only supports
selecting a single band or all bands which this CL does not address.

The preference for the wifi tether password was having the input
type set incorrectly. This could lead to strange keyboard behavior
and the password being remembered by the keyboard which is bad.
This CL sets the appropriate field where needed.

Previously people could have open tether networks but a restrction
was placed on this sometime in the past. However there is no migration
plan in place for people with open tether networks which will cause
problems when the new requirements are enforced. This CL makes it
so tether networks can be open once more.

Before this cl, the update of toggle depends on BroadcastReceiver.
However it is not called when toggle is inited, which make the toggle in
broken state sometimes.
This cl make it execute the update method in constructor, so toggle can
get the correct state when it is created.

People keep getting confused by the master switch preference for
wireless tethering. The wireless tethering page already has a switch
so this just removes it from the preference and has it take you to
the page when tapped on instead.

In previous code there are two main issues:
1. It listens to update from both WIFI_AP_STATE_CHANGED_ACTION and
ACTION_TETHER_STATE_CHANGED. It is unnecessary because they provides
same info(whether wifi hotspot is enabled, enabling...)
2. New API softApCallback already covers the
WIFI_AP_STATE_CHANGED_ACTION, so we don't need this broadcast anymore.
This cl fixes those two issues by cleaning up BroadcastReceiver and
update the tests.

The device name is reflected in three places: A Settings.Global flag
which can be read by third party apps, the Bluetooth device name, and
the Wi-Fi tethering hotspot name.
The Bluetooth and Wi-Fi names can be changed independently of the device
name, but if the user sets the device name, they are all changed in
parallel.
Due to the naming restrictions of Bluetooth devices and SSIDs, the SSID
naming restrictions apply to the device name.
