This has the following changes:
1. On profile creation starts intent to add google account to the private profile for Pixel only devices.
2. On accout sign in failed show an error screen with message to try again.
3. Moves the lock setup fragment from private to main user which now calls the helper Activity as a private user which helps to setup lock. This activity can now also be called from the planned Secondary Auth settings page to set up private profile lock.
4. On set up complete use SHOW_WORK_APPS intent as a workaroud to start launcher.

Active Unlock was guarded behind a feature flag for two main purposes.
1) To select the unlock intent or biometric failure layout. We've
settled on unlock intent, so we no longer need the biometric failure
codepath.
2) To guard the feature rollout. However, the additional platform guard
is not necessary, since this feature availability is still guarded
based on whether the secure settings are flipped to valid targets.
In order to keep the scope of this CL small, useBiometricFailureLayout
always returns false. Another CL will clean up all areas where it and
useUnlockIntentLayout are referenced.

We want to show this page as long as active unlock is enabled. The
underlying check of isAvailable checks if the appropriate biometrics are

Introducing MVVM architecture & fragments to biometric settings.
Here, we modify the first page of FingerprintEnrollIntroduction to use
new MVVM with Fragment architecture.
And with this new architecture, unit test and screen order will be
easier to be written or changed.
