Update the button to "Set up Face Unlock" or "Delete face model" shown
on the Face Unlock Settings screen to match the primary button theme
used in Setup Wizard.

From hierarchical view, one of root cause is PreferenceCategory.
Looks like PreferenceCategory generates an invisible space when
we add a footerPreference as a child.
So, we remove PreferenceCategory directly, and declard "allow divider"
attribute for neccessary preferences.

This change connects the face status preference controller with the
settings fragment/activity. This change also implements the basic settings
page showing a video, a toggle for keyguard, improve/remove targets,
and footer.
