This allows us to shorten the text for the file transfer options so they
will fit on a phone screen in portrait mode.

1. Reimplemented accessibility settings accrding to UX design.
NOTE: The strings are not final, rather reasonable placeholders
to avoid blocking on them. Will submit another CL with string

* Change Bluetooth pairing dialogs to match ICS wireframes.

There does not seem to be a way to implement radio buttons in a settings screen,
so I am using check boxes as a temporary hack.

Added an option in Screen settings to choose a wallpaper.
It then shows a list of wallpaper sources and launches the
corresponding intent on selecting.

No more separate checkboxes for each of the engines. This brings
it more in line with the voice recognition settings. The user is
shown a data warning every time he chooses a non system engine
as the default.

Chart of network usage over time, with draggable "sweep" bars for
inspection region and warning/limits. Talks with NetworkStatsService
