83df54b007 Added settings screens for Power Menu 
This CL adds a new Preference in Gestures (Power Menu), moves Global
Actions to it (now renamed Cards & passes) and adds a new Preference for
Device controls.

Missing:
* Explanation video for Device controls
* Privacy settings

0934babbfc Make the fragment title can’t searchable 
we shouldn't take users so deep into the settings IA because it's easy
to feel lost in settings after clicking on a result without additional
context.
