"eSIMs" is not a RTL string, so it will align to left even we change to
RTL language like Urdu. We must set the textDirection of TextView to
"locale" to force it follow locale's direction. We don't use
textAlignment to set string direction because it contains list bullets,
and list bullets will still align to left.

This CL add a checkbox letting user decide when they reset the network
configurations under System > Reset options > Reset Wi-Fi, mobile &
Bluetooth, whether they want to reset eSIM together or not. If the user
choose to reset eSIM togather, EuiccManager#eraseSubscriptions will be
called and all the eSIM profiles will be removed.

Due to substantial risk in landing the "retain profiles" flow that
would otherwise occur if the user elected not to wipe eSIM profiles
during a factory reset, we no longer expose this option to users
through the UI. Instead, we show affected users messaging indicating
that their eSIM will be wiped unconditionally.
The underlying plumbing is retained to keep the change small and to
make it easier to revert back to a checkbox when the rest of the
platform supports it.

The bullet pointed list in the factory reset screen consists
of two separate strings, which lead to excess whitespace
between the two segments of the list. Remove padding from the
text views to remove the whitespace.

On devices with emulated USB storage or SD card, factory reset will wipe
all data from that area. Given that, it doesn't make sense to show a
different option for wiping USB storage.
