Under certain conditions the provider could be null on
download completion which could lead to a
NPE if surveys are disabled. The method to remove
the receiver has been made static so an instance
is no longer required.

Surveys can now be triggered on a subset of Settings screens.
Surveys can also be modified/created for this subset of
screens remotely.

It is now possible to create and show surveys to a user
asking them for feedback within the Settings app.
