92b09e825f Remove isProvisioningNeededButUnavailable usage 
config_mobile_hotspot_provision_app would be move out of framework and
only private for tethering only. TetherUtil#isProvisioningNeeded and
isProvisioningNeededButUnavailable are no longer needed because
tethering would ensure entitlement app is valid if entitlement check is
needed. Otherwise, tethering would return not supported that tethering
settings would be hidden.

c10ec56e0f Add ethernet tether option into AllInOneTetherSettings 
Create controller for ethernet tether preference in
AllInOneTetherSettings and corresponding test.

Test: AllInOneTetherSettingsTest; UsbTetherPreferenceControllerTest;
BluetoothTetherPreferenceControllerTest;
EthernetTetherPreferenceControllerTest;

7f2d6ce058 Refactor new tether settings to remove SharedPreferences 
Bluetooth, USB and Wifi Disable tether preferences will turn on/off that
type of tethering interface instantly without storing it into
SharedPreferences. They are listening to TetherEnabler to update their
state.
Refactored to remove dependancy on SharedPreferences.

c2b9e5ef20 Update summary for AllInOneTetherPreference accordingly 
The summary for AllInOneTetherPreference in NetworkDashboardFragment is
updated according to tethering state and tether interface chosen by
user.

31f1a34629 Add a Preference into "Network & internet" for new tethering UI 
Adding a MasterSwitchPreference into "Network & internet" and create
corresponding controller. The preference is hidden by the feature flag.
It does NOT affect the existing UI.
