Based on the Android S design, move additional settings preference
above the Notifications preference and use SpacePreference to draw
the horizontal divider below AppButtonsPreference since the additional
settings preference is only visible by condition.
Also remove initialExpandedChildrenCount to expose all preferences.

On Android S, the help menu will be removed from the toolbar in all
setting pages. This is using a feature flag to turn on/off the help
menu. Then, it should be entirely removed when the collapsing toolbar
feature rolled out.

Settings is a platform app so the role APIs for it wasn't system APIs,
but just @hide. Now that we are moving role into module, we need to
create system APIs for them.
RoleControllerManager is an implementation detail and may change in
soon when we move role logic into system server and leave only UI in
PermissionController, so we shouldn't expose it. Instead, we can
expose the new system APIs on RoleManager, and delegate to
RoleControllerManager internally.

Root cause:
RequestIgnoreBatteryOptimizations adds package in
PowerWhitelistManager#addToWhitelist for intent
Settings.ACTION_REQUEST_IGNORE_BATTERY_OPTIMIZATIONS.
Settings UI uses PowerAllowlistBackend to check if
an APP is in power allow list. Each UI component should
PowerAllowlistBackend#refreshList() or UI will get
a stale result.
Solution:
This change fixes below display problems by refreshing
allow list from DeviceIdleController service.
1. Battery optimization summary in Battery usage details.
2. Battery optimization list.
BYPASS_INCLUSIVE_LANGUAGE_REASON=I need the object name
to describe the root cause.

The multitude of slightly different launchConfirmationActivity(*)
methods are a big unsustainable pyramid. It's too difficult to
read, too difficult to track which clients are interested in which
parameters, and too difficult to add new parameters, since we need to
1) Read through all of them and find one that's the closest
2) Try not to affect other callers, so potentially add yet another
3) Modify the internal paths, which all basically call each other
until it reaches the biggest launchConfirmationActivity which
has ALL of the parameters
This change should have no behavioral change.
Note: CredentialStorage doesn't need returnCredentials anymore as of
ag/6073449

Test: Manually traced code paths for each invocation. A few hidden
dependencies (such as explicitly setting challenge=0 with
hasChallenge=true) were found. Left them the way they were in
case they were intended
